A number of my own vassals from Be'lakor campaign just plummeled Northern Bretonia (who declared on me on turn 5) into the ground and raided East Ulthuan like mad, chaos worshipping vikings. Investment return of empowering the vassal is far better then holding an altar. Vassal's tribute and trade (as WoC can trade with them) is miniscule, but vassal swarm can be quite effective so, in the end, you actually should give them anything but DFs and resource locations. Tribe has only one tribal capital, even if most of them have more then one DF in their territory for example, Vanaheimings has four settlements of their homeland, and two of them are DFs, but only Konquata gives you allegiance. The homeland of the tribe is marked by their crest icon on the name of the settlement the capital of homeland (place you must capture or colonize to get them as vassal) is maked with a crest with bigger and more articulated crest. Your vassals also capture enemy towns in the end, they can grow quite big and bold. Or you can burn the hell settlement down and order your vassal tribe to occupy it. You can also give them other settlements following the normal rules (meaning, the tribe should have adjacent region). This tribe, supposingly, can't betray you as long as you hold the capital didn't test that. Some of the DFs gives you tribe allegiance - meaning that, if you take this fortress, you also get a vassal tribe of Norsca, and you can give them any settlement you occupy or colonize of their heartland, if you have them as vassal. I don't know if different factions of WoC are sharing the pool, though. When you recrut a unit from the pool, each turn there is a chance, shown when you open Warband Recrutement interface, that unit would be replenished and you would be able to hire it again. 100% Chaos Undivided Corruption, for instance, puts Aspiring Champions into the pool, which is sometimes nice unit to have.
Level of corruption gives better troops into the pool, so does DF buildings and so on. Reminder: warband recrutement system gives you ability to hire troops on spot, limited by whatever is in the province. Besides, Chaos Stables gives you Knights into warband recrutement pool, and, in my personal experience, cavalry units have the most annoying number of promotions needed for the level. Advanced military building, though, have a number of very useful things first, they give bonus to money DF giving you, which is always nice (fully upgraded DF gives about 4-5K per turn, at least on Normal). Fighing Lodge gives you Exalted Hero capacity and ability to accumulate Chaos Warriors in the region to be raised through warband recrutement in the region, bypassing maradeurs.

Personally, with warband upgrade system, I found basic military chain unnecessary bar Fighting Lodge. None of them has landmarks buildable by WoC, even the ones in settlements which has universal landmarks. Shore DF has ports, but ports aren't give money. You have proper garrison there, walls, and buildings in DF allows for better warband recrutement capacities, and gives proper money.
